Program Lead, SEMI

David Chiang is Program Lead for the SEMI Energy Collaborative in Taiwan, where he leads policy advocacy and industry collaboration on renewable energy priorities for the semiconductor and high-tech sectors.

Working with multinational companies, government agencies, utilities, and energy-market stakeholders, he translates corporate decarbonization and industrial competitiveness needs into practical policy and market solutions. His work focuses on expanding renewable electricity access, improving corporate renewable energy procurement mechanisms, and addressing barriers related to surplus renewable energy, offshore wind, and market design.

Through public-private engagement, he helps advance a more flexible, mature, and accessible renewable energy market supporting Taiwan’s industrial competitiveness.
