Silicon Security in the New Era of AI, Export Controls, and U.S.-China Rivalry.
The October 7, 2022 export controls were treated at the time as a Biden-era departure. Three and a half years later, they have been tightened (December 2024), carried forward by the second Trump administration, joined by Japan and the Netherlands, and met by a Chinese indigenization push that has reshaped — but not broken — the regime they were designed to defend.
This presentation argues that the architecture has proven more durable than its critics predicted, but that its long-term effectiveness now turns on three questions the next two years will answer. First, can Washington and its allies close the smuggling and diversion gap that has allowed restricted chips to reach Chinese AI data centers? Second, will the allied coalition — the United States, Japan, the Netherlands, South Korea, and Taiwan — hold together through a period of trade pressure, leadership transitions, and divergent commercial interests? And third, will the Trump second administration be consistent enough in the policy design and implementation?
The talk works through the evidence on each question and lays out the planning assumptions that semiconductor executives, equipment suppliers, OSATs, and the investors funding the AI build-out should be carrying into 2027 and beyond.
